Especially thr other estate you commented on, Robin Hood Gardens had a very calm and peaceful atmosphere in the middle between the two blocs. Also cars often would be banned below the surface. So, I guess apart from the radicalness of the aesthetic there are also some other reasons why brutalism was a thing. ;)
